Licenses can be assigned to selected VPP users. To assign a license to a VPP user:

Navigate to Client Manager > Users > VPP Users.

1. Right-click the VPP user record, hover over the VPP button and click Assign License.

Note: You can also navigate to Client Manager > Devices > Apple Clients > By Status > Currently Enrolled to assign licenses.

A window will pop up displaying applicable licenses. An applicable license is one that has not already been assigned. Also, if you are assigning a license to a device then that license is applicable if it is able to be assigned to devices. Since license assignment operates on a single asset for multiple associations and disassociation's, any license’s product code assigned to any of selected user will cause licenses with the same Product Code to be excluded as well. That means that you can’t assign licenses with the same Product Code to users/devices if they already have such.

1. Select applicable licenses to assign.

Upon successful license assignment, this info message will inform you about the execution result.

1. Click OK.

Note: License assignment to a device just creates an association between a device’s serial number and the license. License assignment does not push the app to the device. On devices running iOS earlier than iOS 9, apps from the App Store cannot be installed on a user's device if the App Store has been disabled. With iOS 9 and later, VPP apps can be installed even when the App Store is disabled. After the license is assigned to the device you can push that app to the device via Client Manager's Install App command.

After a successful license assignment, if a user has not been associated with their iTunes account then this iTunes account notification email is sent. When a user follows the link and signs into their iTunes account, the assigned app will be available for download.
